Rebein Bangerter Holds Southwest Bar Association Meeting
For the fourth year, the Rebein Bangert law firm this fall organized the annual meeting for 125 lawyers from southwest Kansas, representing 26 counties.
Before sitting down to the serious business of legal ethics, participants enjoyed a specially-prepared chuckwagon breakfast, which has become an annual tradition. The meeting was held for the first time in the newly-renovated Santa Fe Depot, which was built in 1898 and serves as the focal point of the area’s colorful cattle and cowboy history.
Guest speakers included Stan Hazlett, disciplinary administrator for the Kansas Supreme Court, whose two-part session on practical ethics featured a review of rules of ethical conduct and recent cases of Kansas lawyers who’ve faced ethics’ charges.
Other issues covered in the all-day meeting included presentations by the Hon. Tom Smith on pretrial conferences, the Hon. E. Leigh Hood on criminal law developments and the Hon. Rebecca Crotty on judicial perspectives. All three participants are judges in southwest Kansas.
Also in attendance were the deans from Kansas’s two law schools, Dennis R. Honabach, Dean of Washburn University School of Law and Stephen R. McAllister,Dean of the University of Kansas School of Law.
“It’s always good to sit down, break bread and discuss the latest legal concerns with one another,” said David Rebein, conference coordinator. “We are so spread out by distance in southwest Kansas, this annual meeting gives us a chance to exchange ideas and latest legal developments.”
Conference participants also receive credit towards their continuing legal education requirements, which in Kansas means lawyers have to attend educational conferences to keep their lawyers’ license current. Annual educational requirements are set by the Kansas Supreme Court, which requires 12 hours of legal education with two of those hours featuring ethics’ education.

Rebein Elected Vice President of Kansas Bar Association
Dodge City attorney David J. Rebein was elected Vice President of the over 6,000-member Kansas Bar Association at its annual convention.
“It is great to be recognized by your peers,” said Rebein. “My job will be to help the KBA make justice accessible to everyone.”
Rebein was elected at KBA’s 122nd annual meeting, held June 17-19 in Topeka. His previous KBA positions include representing KBA’s District Nine for six years, which covers 24 counties, along with serving on the KBA’s Journal Board of Editors and KBA’s Mentoring Committee.
Currently Rebein serves on the KBA’s Professional Ethics Grievance and Bench-Bar committees and the KBA’s Litigation and Employment Law sections. Also, he now serves on the Kansas Supreme Court Nominating Commission, is a Kansas Bar Foundation Fellow and member of the KBA Board of Governors since 1977.
“I want to make justice more accessible to people by making sure the courts are not just for people who can pay for legal assistance. There needs to be more recognition of lawyers who give freely of their time to the less fortunate. Many, many lawyers in Kansas are providing pro bono assistance and their efforts are not acknowledged,” Rebein said. “I want to help the courts address backlogs of cases and that lawyers have the best possible training.”
Since 1999, Rebein has been Director of the Continuing Legal Education program for the Southwest Kansas Bar Association’s annual convention. The group’s membership includes 250 members from 26 counties.
Rebein has been an active member of the profession, having served as past president of the Ford-Gray County Bar Association; past president of the Kansas Association of Defense Counsel and served on the Board of Governors of the KU Law School.
He is founder and partner of the
Rebein Bangerter law firm, based in Dodge City.
